E X P E R I E N C E   H I G H L I G H T S

 

  • Team lead for formulation of Strategic Trade Policy Framework 2012-15 and 2015-18.

  • Headed the restructuring of National Tariff Commission for providing an effective trade defence mechanism for Pakistan.

  • Co-authored the National Tariff Commission Act 2015, the CVD Act 2015, Antidumping Act and the Safeguards Act 2015.

  • Team lead for E-Commerce framework for facilitation and development of e-commerce exports of Pakistan.

  • Co-authored the Geographical Indications draft Law which is currently being vetted by the Law Division and will be implemented by the Intellectual Property Organization.

  • Member of the team which successfully negotiated Pakistan’s admittance to the EU GSP Plus Scheme.

  • Created a WTO-Cell in Trade Development Authority of Pakistan as National Consultant for Pakistan with ITC under EU-TRTA Program.

  • Headed the WTO Cell of the Trade Development Authority of Pakistan for 6 years and was responsible for providing input to the Minister and Secretary of Commerce on Trade development initiatives, WTO negotiations, FTA and PTA negotiations, Trade Policy formulation and other regional and international trade related issues.

  • 5 years’ experience as Pakistan’s lead Agriculture, Non-Agriculture Market Access negotiator at WTO, Geneva, Switzerland.

  • Represented Pakistan in the WTO Agricultural and TRIPS (Trade Related Intellectual Property Rights) Negotiations as well as the sectoral negotiations on Textile and Clothing.

  • Represented Pakistan in the Textile Monitoring Body of the WTO.

  • Negotiated legal settlements in the consultations between Pakistan and Egypt in WTO anti-dumping duties on “match-sticks” dispute and in the EU-India GSP case.

  • Negotiated changes in the EU Rice Regime under the Common Agriculture Policy Reforms, which led to securing of preferential market access for Pakistani Basmati rice in the EU market.

  • Participated internationally as an expert and as a discussant in numerous workshops and seminars organized by UNDP, ITC, UNCTAD, UNEP etc on WTO and Regional Trade Issues.

Senior Trade Advisor – DAI, USAID Project ‘Pakistan Regional Economic Integration Activity’, Ministry of Commerce, Islamabad, Pakistan – October 2015 – June 2018.

Responsibilities:

  • Assess current state of the Government of Pakistan’s bilateral and multilateral Trade Agreements.

  • Assess the institutional and human resource capacity of the Ministry of Commerce to administer these bilateral and multilateral Trade Agreements, especially WTO Agreements.

  • Support the Ministry of Commerce in designing, negotiating and implementation new trade agreements.

  • Support the Ministry in assessing the current trade related legislation and designing and drafting of required new Trade Remedial and Trade Related Intellectual Property Rights Legislation.

  • Provide trade negotiation advisory to Foreign Trade Wing of the Ministry of Commerce to assist with multilateral, regional and bilateral negotiations.

  • Support and assist the Ministry of Commerce in trade policy formulation.

  • Provide assistance to the Ministry of Commerce on other multilateral and bilateral trade related issues including.

  • Design and lead strategies to improve the enabling environment for trade, including providing support to partner-country governments and regional economic communities to harmonize trade, facilitate harmonization and implementation of standards.

Senior Advisor Trade- Deloitte Consulting, USAID Trade Project, Ministry of Commerce, Islamabad, Pakistan-January 2014 – September 2015.                                        

Responsibilities:

Head of WTO Cell/Research Analysis Division- Trade Development Authority of Pakistan Karachi, Pakistan - October 2007 – December 2013   

Responsibilities:

  • Heading the WTO Cell/Research Analysis Directorate of Trade Development Authority of Pakistan which provides research based information on market access related issues to the Government and the private sector.

  • The Cell provides consultation based input to Pakistan’s negotiation both in; multilateral (WTO) as well as bilateral (FTA & PTA) trade negotiations.

  • More recently, the WTO Cell at TDAP has been the frontline entity involved in providing sectoral consultation based input to the Ministry of Commerce on the current initiative of normalization of Trade between India and Pakistan.

  • As a member of the Trade Agreements Negotiations team of the Government of Pakistan, the head of WTO Cell is required to constantly liaison with the relevant Government Agencies, Intergovernmental Organizations, Non-Governmental Organizations, the Academia, the trade Associations and Chambers of Commerce.

  • Additionally, as a head of Research Analysis Directorate, he is required to oversee and supervise the research and statistical analysis based input towards Trade Policy Formulation.

  • The Cell is responsible for producing periodical market intelligence reports and disseminates export market based information to the private as well as the public sector organizations and entrepreneurs.

  • The Cell also organizes and conducts trade related capacity building programs and training workshops.

National Consultant WTO for Pakistan- International Trade Centre, Geneva - September 2006 – October 2007            

Responsibilities:

  • Hired by the International Trade Center (ITC), U.N Agency, Geneva as National Consultant for setting up a WTO Cell in the Trade Development Authority of Pakistan (former Export Promotion Bureau), under the EC-TRTA Program.

  • The objective was to provide the inter stakeholder consultation based input to Pakistan’s negotiators at the multilateral as well as at the bilateral level.

  • The cell would act as an information dissemination entity and undertake research and capacity building initiatives for the Government of Pakistan as well as the private sector.

  • Additionally, it would act as a coordination conduit between the various stakeholders, including; between the various WTO cells in the different ministries of the Government of Pakistan, the private sector, the academia and intergovernmental organizations.

Negotiator/First Secretary- Permanent Mission of Pakistan to the WTO, Geneva, Switzerland - October 2001 – September 2006      

Responsibilities:

Represented Pakistan as its key negotiator at the World Trade Organization for a period of 5 years. Area of responsibilities as negotiator included:

  • Trade Policy formulation in coordination with Trade Bodies & Associations.
